Thomas Hoyter was a Chowan Indian who was born in about 1680. English colonists considered his father John Hoyter to be the king of the Chowanoke. In turn, upon reaching adulthood, Thomas Hoyter was regarded as such as well. In his role as a leader amongst the Chowanoke, Hoyter helped transact several land sales from the Chowan reservation to various colonists. He died sometime after March 1746.
