Yours of the 5th1 containing endorsements and application for your appointment as a notary public, also check for $3.50 received. I am directed by the Governor to say that if you want to be commissioned as a notary public, get a letter of endorsement from Judge Allen, Hon. N. J. Rouse and the Clerk of the Superior Court. These gentlemen are well known to the Governor.
Returned herewith is your check for $3.50. The fee is now $4.50, the last legislature having increased the seal tax from $1. to $2.
