Biographical Description
Noah James Rouse was born in Lenoir County, North Carolina, on April 13, 1861. Rouse was an attorney who served as mayor of Kinston twice. He was a brother-in-law of James Y. Joyner. Rouse died in Kinston on October 3, 1935.
