Upon motion, Gen W. P. Roberts & R. H. Battle Jr. Esqr. were requested to call on the Governor & Penitentiary Board and request them to give Mr. E. Clayton Supt. of Construction control of the convicts on the work, with power to discharge overseers and guards for dereliction of duty, so as to subject the overseers, guards, & convicts to the control of the state’s Directors of this Board, in accordance with the provisions of Dec. 4 of Act of Assembly, to secure the completion of the W.N.C.R.R. Co. ratified Feb 19, 1877 and further that they request the Governor & Penitentiary Board to forward to the W.N.C.R. Road Company the full number of convicts provided for in said act.
