Peninah Pugh was born in North Carolina in about 1754. Sometime before August 1771 she married William Walker and both families—the Pughs and the Walkers—were heavily involved in the Regulator movement. In August 1771 Peninah Walker gave a deposition in support of her brother John Pugh, giving him an alibi for the Hillsborough Riot that had taken place the previous September. She died sometime after 1810.
