John Wells Jr. was born in Anne Arundel County, Maryland on July 10, 1791. Originally a clerk in the 2nd Auditor's Office of the U.S. Treasury, he became a justice of the peace for the District of Columbia in 1830. He continued to serve in that role until his death on January 18, 1843.
