Louis Julian Picot was born in Murfreesboro (Hertford County), North Carolina on January 9, 1853. Picot was a physician in Littleton (Halifax County) who served as president of the North Carolina Medical Society and as superintendent of the State Hospital in Raleigh (present-day Dorothea Dix Hospital) from January 1912 to May 1913. He died in Norfolk, Virginia on August 14, 1924.
