My dear Sir:-

I have a letter from Dr. John McCampbell, Superintendent of the Western Hospital, asking me to admit into this Hospital whatever number of patients I can to relieve the crowded condition of that Institution. I have told him that I would take up the matter with you. If you will give your assent to this measure, I will instruct Dr. McCampbell to transfer twelve men to this Hospital with the agreement that they will be kept here until the new building is finished at Morganton. We have now thirty-six male patients out on probation, or trial, and it is possible always that a certain number of these may be returned. To-day I wrote a gentleman in the Western District that I would take his wife if Dr. McCampbell would transfer her application here. I have accepted several patients from the Western District of late.
