Charles Hutchins was born in Burnsville (Yancey County), North Carolina, on September 3, 1889. Hutchins was an attorney in Burnsville who was employed by the Mitchell Peak Park Commission during the state's efforts to conserve Mount Mitchell in 1915. He additionally served as county attorney, chairman of the county board of elections, attorney for the county board of education, and as a representative of Yancey in the legislature (sessions 1913, 1929, & 1933). Hutchins died in Burnsville on November 7, 1955.
