Frank Ramsay McNinch was born in Charlotte, North Carolina, on April 27, 1873. McNinch served as a member of the General Assembly (elected 1904), as mayor of Charlotte (1917-1921), a member of the Federal Power Commission (appointed 1930), a member of the Federal Communications Commission (1933-1937), Chairman of the Federal Communications Commission (1937-1939), and Special Assistant to the Attorney General (1939-1946). He died in Washington, D.C., on April 20, 1950.
