Irvin Bouchard Tucker was born on September 17, 1878, in Winston-Salem, North Carolina. Tucker was an attorney in Whiteville, North Carolina, who served as the chairman of the Columbus County Exemption Board during World War I. He died in Whiteville (Columbus County) on December 23, 1943.
