“Ordered by the Board that the Architect & Warden be instructed to inform the Governor that we have furnished the full quota of men to the W. NC. R. Road Co. as directed by law, that company now having a fraction over 500 convicts, and that we still have in this institution thirty convicts, which we hereby instruct the Warden to turn over to the Western R. Road, or any other internal improvement entitled to receive them under the law, subject to his instructions.”
