I William Hill Secretary of State in and the State of North Carolina, do certify, that by act of the General Assembly of this State passed, or ratified the 9th. of May 1777, all effective persons in this State from the age of sixteen years to fifty were bound to perform militia duty, or service when called upon, without regard to colour, and such has been the law of the State until the year 1835.
