My Dear Governor Craig:-

I am thoroughly convinced that the State School for the Feeble Minded located at Kinston can never be anything but a failure till we have a strong capable man at its head as Superintendent, which is not the case at this time. I am very reliably informed that unless there is definite assurance that this change will be made, many of the strongest members of the legislature will oppose any appropriation for this institution. In fact I believe the legislature would be doing right to withhold any appropriation, unless this change is made.

In order to effect a change of Superintendents at this time it is necessary to have some changes on the Board of Trustees. After carefully considering the situation with Dr. McBrayer I would recommend that you appoint Mr. C. Dewy of Goldsboro and Mr. A. B. Justice of Charlotte to fill the two vacancies. With these two gentlemen on the Board I do not think there need be any doubt about a change of Superintendents.

With a strong man at the head of the School there need be no fear but that any appropriation which the legislature will make, will be wisely spent for the very best interests of the unfortunate children of the State for whom the School is intended.
