Dear Governor Craig:

From events which happened in Wilmington last night, and which I understand were very conservatively reported by the city papers, it seems that there is a possibility of lawlessness and disorder getting beyond the control of the city and county authorities. This will be unfortunate both for the citizens of Wilmington and for the entire State.

As a matter of preparedness to prevent such an unfortunate occurrence, I respectfully ask that you get in such touch with the situation as you feel will keep you fully posted, and that you advise such men as Judge W. P. Stacy, and Chairman of County Commissioners Mr. W. A. McGirt and others, that they may call on you for the necessary military services in maintaining order whenever they become convinced that the situation requires such services.

I am purposely avoiding putting before you any of the merits of the controversy which originally developed this situation. The question now is not that of differences of opinion between the parties to the controversy. That has been eliminated and entirely superseded by the altogether important question of the establishment and maintenance of law and order and the protection of life and property.
