My dear Miss Jones-

Under the provisions of the army reorganization act approved June 3d the appointment of Veterinarians for the National Guard is made not to exceed the number and grade authorized for the regular army of the U.S. (Viz two for each regiment of Cavalry. etc as authorized in par 2 & 3 of the enclosed Circular)

This state has only two troops of Cavalry, and therefore is not entitled to such officer, at this time.

When the units of several states are grouped together and formed into a regiment the President of the United States appoints all staff officers required for such organization from the personnel of the units [included?] in the organization

I know Young Rhinehart and can heartily recommend him for the appointment at the proper time He is a member of Troop A Cavalry and is entitled to recognition. Everything is running smoothly now and we are doing good work. The Brigade will be in fine shape [within?] a very short time, infact we could give a good account of ourselves now. We have got rid of the physically unfit the unwilling and the "cowards" so we are on solid ground.

It is surprising to realize that some individuals are cowards of the first [illegible], but gratifying also to note that there are only a few of them. Best wishes for you always from
