Dear Sir:-

I hope that you will have the Bat Cave Convicts moved to the McDowell section of the Central Highway as soon as possible. I understand that they can be moved soon and they should start from the Ridgecrest end and meet the other section of convicts as they work their way up the mountain. I went over this road last week and if it is to be opened by next summer an immense amount of work must be done, and it will take a much larger force to complete the work. By working from both ends on the mountain section they can do much better work and complete the road in time for next Summers' travel.

I know you will do all you can to further this work and I hope soon to see the order issued for the transfer of the Bat Cave convicts.

It will cost no more to have a large force and get the work complted than it will to have a small force and take two years to complete it.

I think however that the state can save much by having a few teams and some road machinery at this end as the first two miles are graded and can be used by a wagon now. The road at this end however is very n narrow and will require quite a lot of work to make it safe.
