My dear Colonel:
I enclose copy of a letter which I have written to General Davidson. If you desire the convicts to remain on the Transcontinental Railway the Council of the State would be glad to hear you and Gen. Davidson. I would dislike very much to do anything that would interfere in any way with this great conception of yours, the carrying out of which would mean so much for our section of the State and for all sections.
