My dear Prof. Dougherty:-
The new management takes control of the Prison Monday. The last legislature passed several acts regulating the working of convicts on railroads and public roads. I have not yet had an opportunity to see these laws. After seeing them and investigating the contracts with the various railroads, and after ascertaining the number of convicts at our disposal, I will write you again.
