The Madison County Highway Commission on yesterday decided unanimously that it would be best to start work with the convicts at or near Walnut, N.C. We hope this will meet with your approval. If they commence work there it will be necessary to unload the convicts at Barnard, N.C.

We hope you can give us enough convicts for two camps. Do the best for us that you can.
