Dear Sir:-
The undersigned persons, members of the Legislative Committee of the North Carolina State Board of Agriculture, meeting in session here last week, decided to make a thoroughgoing study of the present taxation system in North Carolina, with special reference to its effect on the farmers of the State. We took this action solely on our own initiative, without suggestion from any outside person and with no desire except to find the real facts and report these facts to the people we are endeavoring to serve.
Our committee has now completed its investigation and formulated a report to the farmers of the State.
Inasmuch as this report suggests certain improvements in the law, we think it fitting that it be brought to the attention of the General Assembly. We are therefore sending you herewith a copy for that purpose.
