TO THE
SPECIAL SESSION, GENERAL ASSEMBLY, 1920.

Gentlemen of the General Assembly:

I am requested by the Committee to submit this report to the General Assembly, and I send the same herewith.
The report is one of the most interesting papers ever written on this all important subject. It deals with the simple truth in a straight-forward manner, and is the very essence of patriotism and statesmanship.
I ask that the report be read in full to your body, and each Member of the General Assembly give to i most careful consideration.
Governor.
