My dear Sir:-

Replying to yours of Feb. 8th I beg to advise that on yesterday I wrote you a letter enclosing copy of my letter to Mr. Zollicoffer, and instructing you and all other local boards to follow the principles outlined in this letter.

In regard to the third paragraph in your letter I beg to say that while technically the regulations would not seem to contemplate this, it is my opinion that the main purpose and spirit of the regulations will be carried out by placing married men without children in Class 2, and married men with children in Class 4. This arrangement would carry out the general purpose of the law, that is to call single men first, married men without children second, and married men with children third. You are authorized to make your classifications upon this basis.
