My dear Sir:-
Replying to yours of the 15th, I beg to say that the situation you present is one addressed exclusively to the sound judgment and discretion of the District Exemption Board at Goldsboro. I am not permitted to review their judgment in the premises.
I suggest, however, that you file affidavits with the District Board asking that you be given a temporary discharge, and that you be put in the classified list under the recent rules and regulations. My impression is that it has not been the policy of either district board to grant exemptions for industrial reasons to merchants. The action of the District Board of Goldsboro would seem to be in line with its action in other cases of this kind, and with the action of the Western Board.
