My dear Sir:-

I am glad to get your letter of the 27th. Personally, I should regret very much any necessity for calling a special session of the Legislature before July. The Tax Commission will not be ready to report before that time.

However, I want to have an executive session with the party leaders when the Convention meets here, and I am willing to abide by the judgment of the leaders in this matter. I think you are entirely correct in saying that any thought of calling a special session for this purpose should be kept a profound secret at this time. Everything that I have given out has been to the effect that no such special session would be called. You might let the Washington correspondent of the News & Observer emphasize the improbability of any such session being called.
