My dear Dr. Picot:-

In my opinion your institution should relieve, if it can, the crowded condition of the institution at Morganton. All of the facilities of both institutions should be utilized for the treatment of as many as practicable who suffer from insanity. I therefore give my assent to the transfer from the State’s Hospital at Morganton to the State’s Hospital at Raleigh of as many patients as in your opinion, you are prepared to accommodate in addition to those that you already have. I do this for the reason that I know that many in the territory of the State’s Hospital at Morganton are demanding and deserve admission into that institution, but cannot be accommodated.
