My dear Governor:-

I herewith return commission to hold Special Term of Court for Greene County as requested.

In accordance with our conversation of the 15th Inst, I went to Greene County yesterday and consulted with the authorities and citizens of Snow Hill and as a result of my visit, I am of opinion that when Black is sent to Greene for trial in June, that he should be well guarded, with one or two companies of soldiers, The feeling in the County has not abated and I am of opinion that violence will be attempted unless he is well guarded - I think just before the time at which he is to be tried, it would be well to have the press announce that he will be well guarded by soldiers and not by the people of Greene County, and a strong statement that no attempt at violence will avail anything.
