Dear Governor:
I am enclosing you copy of letter which I am sending to Dr. Wells, together with opinion of the Attorney General in the matter of convicts being worked on railroad enterprises in North Carolina.
It appears to me from the investigation I have made that a way can be found to send the convicts to this road.
