Having under our Consideration a Plan for the future Management and Direction of Indian Affairs throughout all north America, under one uniform and general System of Administration, we herewith transmit to you the Heads of this Plan, desiring you will report to us, as speedily as possible, your Opinion thereupon; and to the End that you may be apprized of the particular Parts of it, upon which we wish to receive more particular Information and Intelligence, we likewise transmit to you Copies of our Letters to the Superintendants for Indian Affairs, in which our Sentiments upon this plan are fully explained.

So we bid you heartily farewell, and are,
