My dear Mr. Secretary:-

I am deeply interested in your plans for providing lands for our returning soldiers. It seems to me that this is the wisest thing that the Government could possibly do.

For years I have been deeply interested in getting our lands into the hands of as many people as possible. I was elected Governor because of my known interest in this matter, and I send you herewith a copt of my Inaugural Address, and call your attention to pages four and five.

If I can be of any assistance to you in North Carolina in carrying out your plans, I shall be more than delighted. We have large areas of lowlands in this State which could easily be made available for your purpose.
