Robert Hicks was a resident of Chowan Precinct, North Carolina who served in a variety of governmental offices throughout his life. In 1713 he was clerk of the North Carolina Council and in 1721 he was acting as the powder receiver for Albemarle County. In 1725 he served as the clerk of the lower house of the North Carolina Colonial Legislature. He died in Chowan in about 1733.
