Edwin Layfayette Miltier was born in Virginia on March 19, 1858. He was a resident of Portsmouth, Virginia throughout his life. Records indicate he held many occupations during his lifetime including that of clerk and navy yard worker, and his death certificate lists him as a reverend. He died February 2, 1934.
