Thomas Jefferson Phillips was born in Boomer (Wilkes County) on June 5, 1890. In 1912 he opened the City Market grocery store in North Wilkesboro. He served as the town’s mayor from 1919 to 1923. He later moved to Lenoir, where he owned a car dealership. He died in Cleveland County, North Carolina on July 20, 1931.
