William Herbert Rhodes, Jr., was born in Springfield, Massachusetts, on December 29, 1886. Rhodes was an engineer who worked for the Bureau of Public Roads (resigned 1922), the Louisiana State Highway Commission (1922-1925), and the Asphalt Association, among other agencies. He died in New Orleans on April 7, 1963.
