Charles Rhodes was a resident of Tyrrell County. In 1777 he swore three oaths of secrecy and became a member of the Gourd Patch Conspiracy. When the plot was discovered he made a deposition before the Tyrrell County justices of the peace about his knowledge of and involvement in the conspiracy. Rhodes later appeared on a list of witnesses prepared to give evidence against John Garrett before the Edenton District Court of Oyer & Terminer when all the leading members of the plot went on trial in the fall of 1777.
