Biographical Description

Harry Clifford Kramer was born on December 24, 1872, in Philadelphia, Pennsylvania. Kramer was an attorney from Camden, New Jersey, who served as an executive officer in the office of Provost Marshal General Enoch H. Crowder during World War I. His work pertained mainly to the administration of the selective service act. He died on April 15, 1959.
