Charles Collins Taylor was born on September 21, 1866, in Winchester, Virginia. Taylor was vice-president of the Security Life and Trust Company of Winston-Salem and the secretary of the Jefferson Standard Life Insurance Company of Greensboro. During World War I, he was appointed by Gov. Thomas W. Bickett to serve on the North Carolina Council of Defense. Taylor died in Chapel Hill on December 20, 1932.
