Biographical Description

Henry Bowman Foy was born on November 20, 1865, in Beaufort, South Carolina. Foy was a clerk for the Atlantic Coast Line Railroad who helped lead a movement to combat profiteering and overinflation in food, clothing, and housing in post-war (World War I) Wilmington. He died in Wilmington on March 18, 1931.
