Biographical Description
Theophilus Parker was born in Tarboro (Edgecombe County), North Carolina, on October 22, 1775. In 1845, Parker was appointed guardian of John Whitaker Cotten's children, a position he presumably held until his death in Tarboro on February 9, 1849.
