Charles Ellis Ross was born in Mecklenburg County, North Carolina, on June 30, 1862. Ross was a prominent physician who served on the medical staff of the State Hospital at Morganton (now Broughton Hospital) for fifteen years. He died in Morganton (Burke County) on April 1, 1915.
