William Hayes Foster was born in Wilkes County on April 11, 1879. In 1914 he was elected register of deeds for Wilkes County. He later served as the county superintendent of roads and as secretary for the North Carolina Republican executive committee. He moved to Augusta, Georgia in 1935, where he died on March 7, 1938.
