Biographical Description
Joseph Harvey Brittain was born in Swannanoa (Buncombe County), North Carolina, on November 25, 1862. Brittain was a contractor who served as superintendent of Buncombe County convicts circa 1900 to 1910. He died in Asheville on September 15, 1916.
