Joseph Bower Colvard was born on June 18, 1889, in Jefferson, North Carolina. Colvard was a postmaster in Jefferson when he registered for the draft (World War I) in June 1917. He listed two dependents at the time of his registration: his wife, Irma, and his son, Wiley. Colvard died in Cleveland, Ohio, on June 17, 1975.
