Dear Sir:
I am in receipt of your telegram, and regret to say that it would be improper for me to offer any suggestions to the Governor of New York as to how he ought to manage the distressing situation that you outline in your telegram.
I have a very definite conviction that unless some means can be devised for settling industrial disputes, other than by walk-outs and lock-outs, the whole country is going to the devil.
