NASHVILLE, March 7, 1918
Hon. Thos. W. Bickett,
Governor of North Carolina,
Raleigh, N.C.
Dear Sir:
We have lately organized a state Law and Order League and I have been requested to prepare a paper to be read at the state meeting to be held at Nashville on March 14th. This paper is to deal principally with remedies to restrain mob violence. You have some provisions of law in your state dealing with the subject. If you can do so, I wish you would at once write me a letter explaining those provisions and their practical operation so far as they have any history.
Very truly yours,
P. M. Estes
General Counsel.
