Dear Governor:-
I understand that some people here are circulating a petition requesting you to appoint W. W. Lawrence, a colored man, notary public in this city.
I have nothing to say against the character of W. W. Lawrence, but I sincerely hope that you will not appoint him or any other colored man to any office during your term of office.
Some time ago a negro of bad character was parading and publishing the fact here that you had appointed him as a delegate to some sort of convention. Some good man, most likely, who did not know the negro's character, had recommended him to you. Among the rank and file there is considerable dissatisfaction over the recommendation by Pres. Wilson of a negro for Judge in the District of Columbia.
