Dear Sir:-

I understand that you are chairman of a committee appointed by the Governor for the purpose of distributing funds to persons affected by the recent flood. I write on behalf of a friend of mine, a poor farmer in Henderson county, whose wheat crop was totally ruined, damaging him about $125. While this is not a large sum, it is big for him. He is just starting and had to borrow money to get stock and tools for the farm and was relying on this wheat crop to pay on his indebtedness. He is deserving of relief, and if anything can be done for him, I would be glad. Of course, he is not as badly hit as many others, who have lost everything. If, however, the funds are intended for a case like this, I would be glad to hear from you with information as to how he should proceed to apply for the relief.
