My dear Mr. Mann:

I have a letter from Mr. Varner stating that the people at Baden are ready to use the convicts at the State's Prison. I am gratified to hear this. I enclose you a copy of a letter which I have written Mr. Varner. I earnestly hope that no negligent conditions will be tolerated. The state is under the highest obligation to use proper care for the protection of prisoners. This care must be in proportion to the danger of the work that they are engaged in. The work at Baden is not necessarily dangerous, but it is dangerous unless the people in charge of those that work are watchful and careful. I hope that you will impress this upon the men in charge of our prisoners, and give them to understand definitely and emphatically that you will not allow the convicts to remain at Baden if they be subjected to dangerous conditions.
