Dear Mr. Mann:

I am enclosing telegram from Governor Craig, which explains itself. I am of the opinion that if the Attorney General has rendered an opinion whereby the stock in the Hiawassee Railway will be credited to the State's Prison as cash by the State Treasurer, and the Council of State have withdrawn the 50 convicts from the Elkin & Alleghany Railway, that you should without calling a meeting of the Directors of the State's Prison go ahead and send us 50 convicts to Andrews. Of course, if you don't feel like doing this without calling a meeting of the Board I shall be glad to meet with you whenever you say so.
