The press acquaints the writer with the fact that you are soon to begin an investigation of the condition of the various convict camps over the State. Please allow me to express my appreciation of this. A gentleman of your type will find many improvements to be made.
The Elizabeth City press advises that the superintendent of Pasquotank County chain gang has devised a means of keeping his men in place at night. This he does by placing a ring around their neck, and another around their feet. The writer goes on to say that he always finds them there next morning. Guess he does. This strikes me as being a very brutal manner to handle our unfortunate fellowman, and I am confident in your rounds of inspection that you will take this into consideration.
